The Medicines Patent Pool (MPP) is a United Nations-backed public health organisation working to increase equitable access to innovative medicines (small molecules and biologics) and other health technologies through public health-oriented voluntary licensing and technology transfer. Through its innovative business model, MPP partners with civil society, governments, international organisations, industry, patient groups, and other stakeholders, to prioritise and license needed medicines and pool intellectual property to encourage generic manufacture and the development of new formulations.

To date, MPP has signed agreements with 15 patent holders for 13 HIV antiretrovirals, one HIV technology platform, three hepatitis C direct-acting antivirals, a tuberculosis treatment, two long-acting technologies, two experimental oral antiviral treatments for COVID-19, a COVID-19 serological antibody diagnostic test and a drug for cancer treatment.

In addition, MPP is co-leading the mRNA technology transfer Hub programme together with WHO. This programme is a global initiative that aims to contribute towards enabling equitable access to mRNA vaccines by: increasing the distribution of sustainable manufacturing capacity across countries to respond to epidemics and supporting future pandemic readiness; enhancing regional and inter-regional collaborations; and developing and empowering local workforce through tailored and inclusive trainings and expert support. To achieve this objective, MPP and WHO are supporting the development of a mRNA technology platform and applying it to manufacture mRNA vaccine(s) at an industrial scale adhering to Good Manufacturing Practices (GMP). Subsequently, the mRNA technology transfer hub will transfer the know-how, along with a comprehensive technical package and appropriate training to 15 manufacturers (spokes) in LMICs. Initially, the hub will support the global efforts to respond to the COVID-19 pandemic by transferring an mRNA-based COVID-19 vaccine to the spokes. The hub will also explore improvements to the mRNA vaccine technology and its application to other disease targets. 1. Context

To achieve the objectives set forth above, MPP has created a Technology Transfer workstream whose mission is to: facilitate the technology transfer to LMICs manufacturers for products whose licenses have been acquired by MPP; contribute to the mRNA Programme activities by supporting product development, coordinating and supporting technology transfer, monitoring budgets, raising and managing funds raised by MPP for the Programme, reporting to the funders, and cross-coordinating activities between MPP and the other stakeholders.

Reporting to the Technology Transfer Programme Manager, the Project Manager will play a key role in ensuring the success of MPP in these new areas of intervention.

2. Main Duties/Responsibilities

The main activities of the Technology Transfer Project Manager will be to support MPP and specifically the technology transfer team by:

  • Supporting MPP’s work in technology transfer, local production in LMICs, and in any other initiative concerning production partnerships, specifically supporting on joint work with WHO in setting up the first mRNA technology transfer hub in South Africa.
  • Supporting the technology transfer work stream in building and maintaining a technology transfer and project management framework for activities related to technology transfer to technology recipients.
  • Project managing the technology transfer and related activities for different spokes ensuring the successful delivery in terms of quality, costs and time.
  • Acting as a focal point to the spokes in defining the project scope and preparation of the technology transfer plans, setting project deliverables and associated timelines.
  • Supporting the process of identifying, analyzing and responding to any risk that arises over the life cycle of the technology transfer to the spokes.
  • Assist the Technology Transfer Programme Manager as required in the following activities:
  • Collaborating with Grants and Operations Manager on the activities related to funds allocation and spokes budgets/contracts revision.
  • Provide technical content for the project presentations and the reports to funders as required.
  • Driving efficient communication ensuring relevant stakeholders or team members are updated and aligned on the project progress.
  • Contributing to proper meetings organization i.e. organizing meetings with internal and external stakeholders: outreach and invitations, preparing agenda and managing related documentation, such as reports, decisions and action points.
  • Interacting with WHO representatives to collect and consolidate information concerning local manufacturing plans (COVID-19 and beyond, mRNA technology and beyond) and global initiatives carried out by other organizations.
  • Participating in international meetings/congresses in representation of MPP, as necessary.
  • Liaising closely with MPP’s other workstreams as necessary, all of which being involved in some way with the technology transfer workstream.
  • Other duties arising during the Technology Transfer Programme, that can be reasonably assigned.

3. Knowledge/Professional Experience

  • Experience in development aid and/or global health issues.
  • Experience in the project management of technology transfers.
  • Proven ability to work with international and diverse partners (commercial, governmental and non-governmental organization).
  • Proven experience in collecting information from different sources and incorporating into activity reports and action plans.
  • Proven experience in documentation and knowledge management.
  • Experience in budgets review, technical and financial reports review is an asset.
  • Experience in Product Development Partnerships is an asset.
  • Ability to work in a demanding environment.

4. Professional Background:

  • 5 years of professional experience of which 2-3 years relevant experience in management of international projects and/or technology transfer.

6. Education and Special Training

  • Bachelor degree in a scientific discipline relevant to the project. Postgraduate degree would be an asset.
  • Qualification in project management, or proven experience in applying project management methodologies.
  • Use of Languages:
  • Fluency in professional English is required.
  • Fluency in professional French is desirable.
  • Fluency in another language is an asset.
